The geography is the whole argument
Fujairah, Dibba, Khor Fakkan and Kalba sit on the Gulf of Oman, separated from Dubai and Sharjah by a mountain range. The drive takes around ninety minutes to two hours each way, depending on the route and how the Sharjah traffic is behaving.
There are a small number of training providers on the east coast itself, and for some subjects they are the only local option. For a course in Dubai, though, the drive decides it.
For English specifically, an online one to one class removes the constraint completely. The teacher is as close to Dibba as to Deira.
IELTS and exam preparation on the east coast

IELTS preparation runs one to one online, from AED 862 for General Adhoc and AED 1,038 for General Training or Academic.
